Our country needs a coordinated and transparent plan for vaccine distribution and allocation — one that creates predictability for the health care providers building the infrastructure to administer the vaccine and that also evokes confidence within the community. This plan should prioritize populations and recipients who are at highest risk. A national plan with consistent application across states is necessary to achieve equity and efficiency.

The plan that President-elect Biden released on Friday will begin to create much needed transparency with line of sight into the vaccine supply chain. Reliable projections around future allocations to states and localities need to translate to predictable allocations for providers. The plan also promises to increase supplies critical to vaccines, testing, and treatment by invoking the Defense Production Act.
